That cap counts your house. So a homeowner on a three acre Acton parcel planning a long poured driveway plus a large patio is working inside a budget of hard surface that the residence has already spent part of. It is a real constraint, it is published, and it is why so many long Acton driveways are decomposed granite instead of concrete.
The practical upshot is that on a long Acton driveway the surface area adds up fast against that allowance, which is worth knowing before a design exists rather than after. Whether a permeable surface is treated differently from a poured slab under the cap is a question we would put to the county for your specific parcel instead of assume, because getting that wrong is expensive in the wrong direction.
The district also requires that roof runoff from buildings with gutters be directed toward permeable surfaces rather than impervious ones, discourages concrete sidewalks and curbs on local streets in favor of inverted shoulder cross sections, and restricts perimeter fencing on larger lots to open styles such as split rail, open wood, wire or wrought iron, with at least 70 percent of the fence area non view obscuring. If you were picturing a solid block wall around the property, that last one matters.

County process, and the drive
Acton is unincorporated, so permits go through Los Angeles County rather than a city, with the Community Standards District rules layered on top of the ordinary county requirements. That combination is why we would rather establish what you are allowed to build before designing anything. Finding a coverage cap after a plan exists is an expensive order of operations.
The Community Standards District also requires a permit for vegetation removal exceeding 10 percent of a lot's area within a twelve month period, which is worth knowing on a large parcel where a project involves clearing.
On travel, we get out to Acton and it is inside our range, but the honest version is that the drive is longer than the map distance suggests because of how State Route 14 runs. That affects scheduling more than pricing. If you are on the far side of Acton it is worth a conversation about timing instead of assuming a same afternoon look.
